Job Description

Human society and the global economy are inextricably linked to forests. More than 1 billion people depend on forests for their livelihoods. Forest ecosystems play a critical role in stabilizing the climate; providing food, water, wood products, and vital medicines; and supporting much of the world’s biodiversity. WRI Indonesia plans to enhance support to Indigenous People and Local Community (IPLC) in securing their community forest and adopting forest-friendly livelihoods to reduce and reverse deforestation using Social Forestry schemes in 5 forest rich provinces, namely Aceh, West Sumatera, Jambi, East Kalimantan, and North Kalimantan. WRI Indonesia work with 2 local partners that have been working directly with IPLC in these regions to implement 4 workstreams: 1) supporting community forest mapping, registration, and recognition; 2) improving IPLC capacity in managing and protecting their forest and adopting forest-friendly livelihoods opportunities; 3) supporting women and youth groups of IPLC to strengthen their influence and access to natural resource management; and 4) facilitating key stakeholders to provide meaningful support to IPLC in securing and managing their forests.

WRI Indonesia seeks to support the government, private sector and communities in Indonesia to reduce GHG emissions through better management of forest and land use, business operations and livelihoods. We leverage new technologies, multi-stakeholder approaches and research to provide up-to-date, accurate and reliable tools, methodologies and data so key stakeholders can take part in sustainable development. To make this happen, WRI Indonesia is fighting for an ambitious program to transform land use planning and management to be more inclusive and sustainable, one of which is through projects namely The Enhancing Community Forest Tenure & Sustainable Livelihoods in Indonesia.

In Aceh, this program supports several Social Forestry Communities in (at least) 3 Forest Management Units (KPH), namely (KPH) 1 Aceh (Sabang island, Aceh Besar, Aceh Jaya, Pidie and Pidie Jaya District), KPH II Aceh (Bireun, Bener Meriah and Aceh Tengah District) dan KPH III Aceh (Bener Meraiah District). The program will focus its support on pre- and post-recognition processes, particularly on increasing the capacity of IPLCs (including women and youth) in managing and protecting their forests and adopting forest-friendly livelihood opportunities as well as gaining meaningful support from various stakeholders. Prior to this program, WRI Indonesia had implemented similar initiatives in South Sumatra, Riau and other locations to establish role models, consisting of IPLC/community forestry recognition processes, as well as post-recognition, for example, developing forest management plans and livelihood initiatives managed by IPLC groups. WRI aims to refine this model in the next phase while expanding its impact to other communities and locations.

Through these initiatives, we aim to build a movement among government agencies, companies, NGO/CSOs, communities, and society to enhance sustainable and equitable forest and land use management in Indonesia. The Community Development and Land Use Facilitator will provide facilitation and stakeholder engagement at the community level, provide technical and operational aspects, assist research in the prioritized sites of Aceh provinces and support the Program Leads and Manager’s in managing program/projects within the scope of WRI Indonesia’s strategy.

Job Highlight

Community Development and Sustainable Land Use Governance Facilitator will be responsible to provide technical and operational aspects in implementing and managing WRI’s key initiatives/portfolios in the prioritized sites and districts. The main responsibility will include; implementing project plan; conducting and facilitating regular discussions; empowering the community groups on forest planning, business development and management together with local communities and community groups, government agencies, and relevant institutions in the prioritized areas; assisting and organizing events and engagements related to the implementation of The Enhancing Community Forest Tenure & Sustainable Livelihoods.

He/she will support regional team on stakeholder mapping, socio – economic and livelihood assessment, geospatial technical assistant, facilitation process to promote social forestry, including field data collection, and reporting, to formulate recommendation on improved land use governance and community livelihood in the focused area. He/she will also provide capacity building and technical assistances for community groups to promote sustainable forest and land use management, enhancement livelihood as well as maintain good relations with key stakeholders.

He/She will be based in Aceh Besar district, Aceh, particularly on prioritized sites or villages that may be assigned. He/she will liaise closely with the regional team, and other key personnel of the projects, partners who implementing similar programs, as well as relevant government agencies, local authorities, and NGO/CSOs that will contribute to achieving targeted impact of WRI portfolios. This position will report to the South Sumatra and Aceh Senior Program Lead.

What You Will Do

Community Development and Land Use sustainable Facilitator main areas of responsibility will include the following:

Technical Works and Research (70 %)

  • Conduct regular discussions and engagement with local communities, farmers or community groups, government agencies, and other relevant institutions to promote sustainable forest and land use management in prioritized areas.
  • Support the institutional setting, community empowerment and facilitation process to accelerate social forestry implementation in Aceh province and prioritized site.
  • Provide capacity building and technical assistances for communities and/or local community group, and local government agencies to promote sustainable forest and land use management.
  • Facilitate field data collection based on project needs.
  • Work closely with land use governance team for technical and operational aspects of GIS and participatory mapping in prioritized sites.
  • Work closely with livelihood specialists to develop strategies to implement community livelihood and community-based business
  • Work closely with WRI's conflict transformation team, to collect data and information related to conflicts and facilitate the process of handling them
  • Work closely with Research and Development (R&D) team and the Gender and Youth team to support initiatives related to research, communication, capacity building, and the improvement of women and youth participation
  • Perform such other duties as may be assigned.

Project Management and Communication (30 %)

  • Develop workplan, budget, and term of reference (TOR) to implement community and livelihood development facilitation, and other relevant project activities in prioritized sites.
  • Actively develop and maintain communication and coordination with key stakeholders to ensure successful project implementation.
  • Assist the Senior Program Lead to organize and facilitate periodic reviews, activity monitoring, and ensure project deliverables periodically.
  • Develop minutes of meeting, travel report, and other relevant documents to support the implementation of program/project activities.
  • Support the program/project lead in developing report, working paper, and other communication materials.
  • Facilitate workshop, meeting, training, as well as other events conducted by WRI.
  • Report monthly activities to South Sumatra and Aceh Senior Program Lead.

General Support

  • Contributing to cross-output implementation support of the program in Aceh, and other areas.
  • Provide other support as requested by WRI Indonesia

What You Will Need

  • Willing to be posted and stay in community locations to work with various groups on the appointed sites.
  • Bachelor’s degree in forestry, sociology, anthropology, agriculture, agribusiness, environmental studies, geography, or any other relevant subjects.
  • Minimum two years of professional working experience in community facilitation/empowerment, social forestry and working with international organization, government, and Civil Society Organization (CSO).
  • Experience in conducting participatory mapping, community development activities, develop and maintain engagement with various type of stakeholder such as government institution, NGOs, civil society, and local communities.
  • Experience. to develop community-based participatory planning process using PRA, RRA, P3MD and other relevant methods.
  • Experience in facilitating discussion, interview, and ability to communicate and collaborate with local governments, community, NGO/CSOs, and relevant partners.
  • Experience in developing capacity building materials and conduct trainings related to social forestry and land use management topic.
  • Familiarity with social forestry, community-based forest management, sustainable development, and other relevant environmental-social economic topics.
  • Ability to operate Ms. Office especially Word, Excel, Power Point, dan internet operations.
  • Own a motorcycle and a valid driving license (SIM C).
  • Ability to travel when needed.
  • Legally able to work in Indonesia

Deliverables and Timeline

  1. The Consultant shall submit Monthly Time Sheet and Reports that include activity description done by the Consultant in the last day of each month.
  2. For technical works, the Consultant shall submit products/results of the works, such as reports, catalogues, data, procedure, forms, photos, and other documentation as indicated in the table of deliverables below.
  3. Report and products/results shall be submitted in electronic to the Senior Program Lead and Project Officer

Knowledge and communication products (working paper, blogpost and/or poster presentation)

The specific timeline of each deliverable will be determined further by the Line Manager.

Duration

This position is expected to join as soon as possible with initial contract period up to 31 December 2024. Detailed workplan will be discussed with WRI Indonesia team following signing of the engagement contract.

Terms of Payment

Daily-rate based consultant with maximum of 126 (one hundred and twenty-six) working days for the whole contract period or 18 (eighteen) working days per month on average.
