SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

About the mission

SI has been working in Syria since 2012, and is today operating in North East Syria (NES) and North West Syria (NWS)

The NES programs provide an integrated assistance in the WASH, NFI, Shelter, FSL sectors to displaced populations and host communities affected by the conflict.

The NWS programs provide WASH and NFI/Winterization support to affected populations.

In NES and NWS, the lifesaving activities are:

  • Wash – emergency package in IDPs settlements,
  • Distribution of NFIs and cash for vulnerable populations,

And in NES, SI is implementing more sustainable activities:

About the job

General objective:

  • Supervise all MEAL activities and responsibilities of the NWS operations;
  • Manage, monitor and build capacity of MEAL members in MEAL technical areas including areas with specific support to projects and programs.;
  • Contributes to the centralization and harmonization of MEAL tools and processes on the area of intervention, under the lead of MEAL Coordinator
  • Provides a methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, do no harm analysis etc.
  • In collaboration with the MEAL Coordinator, looks over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…)
  • Contribute to promote collaborative learning for the project and base program:
  • Provides support training of program teams within his/her fields of expertise
  • Contributes to institutional knowledge building and improvement of MEAL methods and techniques
  • Closely supervise FCRM mechanisms to support projects including analysis and reporting
  • In collaboration with MEAL Coordinator and together project managers, work on reporting templates and reporting following reporting schedule.
  • Supervising and fllow-up of the MEAL activities of SI local partners
  • Capacity building of the MEAL department of local partners

Priorities for the 2/3 first months:

  • Contribute to reinforce FCRM mechanisms with stronger analysis and learning
  • Contribute to reinforce program adjustments through monitoring, evaluations and surveys and reinforce the links between MEAL and programs teams
  • Contribute to strengthen the analysis and critical thinking within the MEAL activities

Your profil

Education / academic background:

Bachelor's degree in a field related to Project Management, Development studies, Economics, Social science, Political sciences, international relations or equivalent
Education or training in data management and/or data analysis is desirable

Specific skills and experience:

TECHINICAL SKILLS:

1. Good knowledge of analysis framework (quantitative and qualitative) and associated methodologies

2. Excellent understanding of project cycle management of humanitarian and/or development program

3. Proficient in the use of Excel and data collect software

TRANSVERSAL SKILLS:

1. Excellent abilities to coordinate with people of different departments

2. Excellent communication

3. Remote management skills, with ability to prioritize and work to deadlines efficiently

Language:

  • Fluency in English
  • Arabic will be an addition.

SI Will Offer you

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 785.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

  • Individual, comfortable room in the guesthouse, with electricity 24/7.
  • Internet and Phone network available
  • Restaurants and international food are available

Living conditions in Amman - Jordan are very good with an easy access to a wide range of restaurants, cafes...

Security risks are low, and restrictions are very limited.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
