POSITION TITLE: Monitoring, Evaluation, & Learning (MEL) Manager REPORTS TO: Chief of Party LOCATION: Phnom Penh, Cambodia; with frequent visits to the provinces DURATION: Up to 2 years DEPARTMENT: Human Rights, Education, and Empowerment (HREE) POSITION SUMMARY: The Monitoring, Evaluation & Learning (MEL) Manager will be responsible for managing the monitoring, evaluation and learning activities, including developing and implementing the project MIS, MEL Plan and framework, performance indicators, MEL tools, and data quality assurance processes to ensure the timeliness and validity of data entry, analysis, visualization, reports, and its effective use for decision-making and project learning. They will serve as the liaison and point of contact with external evaluation contractors throughout the life of the project. ESSENTIAL REPONSIBILITIES: Develop and implement CTIP’s monitoring and evaluation plan; design/revise and implement monitoring and evaluation tools and processes based on project information needs; Develop CTIP project MIS with the AGILE team and ensure the system is functioning in alignment with the Project MEL plan and is providing information required by USAID and the project through the life of the project; Supervise the MEL Associate, providing them with regular guidance and feedback on tasks; Ensure timely collection, verification, and analysis of data on all program indicators and their timely delivery for quarterly and other required reports to USAID and other agencies, as appropriate; Solicit and manage third-party data collection firms to conduct annual surveys, as appropriate; Monitor project progress toward project results; Supervise timely and accurate reporting of quantitative and qualitative data by program implementing partners, in cooperation with program staff; Validate data from program partners and staff, including through field monitoring visits and internal data quality assessments; Cooperate closely with program managers to consolidate accurate and descriptive reporting of program results, including activities, outputs, and results of implementing partners; Lead data quality controls and verification procedures; Manage collection of data related to gender and social inclusion; Foster a results-oriented and learning culture throughout the project to ensure that M&E data and learnings are used by the project team to improve performance; Prepare interpretation tools (e.g., tables and charts) of data extracted from the CTIP database using MS Access, Sequel Data, and Power BI; Prepare quarterly and annual report narrative content describing progress and a performance indicator table including results and targets; Design/update data collection instruments, schedules, analysis methods and applied technologies; Oversee internal evaluation efforts of the project, including data quality assessments, from the design stage to sharing findings as well as preparing for external evaluations; Develop capacity of implementing partners to institute appropriate M&E systems within their organizations; Lead Collaborating, Learning and Adapting (CLA) approaches throughout implementation; Co-facilitate quarterly Pause and Reflect sessions to capture learnings, introduce improvements, and achieve meaningful results; Submit data to donor reporting system (DIS) on timely basis, and coordinate with Home Office MEL staff to develop and implement a data management plan to submit selected project datasets to USAID’s Development Data Library (DDL); Contribute to developing research TORs and learning questions for research efforts; Participate in USAID Asia CTIP M&E Working Group and Winrock’s M&E Community of Practice Support CTIP project technical teams on the 4 Ps (Prevention, Protection, Prosecution-Accountability and Partnership) to improve intervention strategy and guideline through the project data performance results reflection and meetings; Participate in ASIA CTIP’s MEL annual Pause and Reflection process; and Other duties as assigned. QUALIFICATIONS: At least eight years of experience in the monitoring & evaluation of international development projects, preferably in human trafficking, labor migration, or a related field Demonstrated experience in performance measurement, indicator selection and monitoring, and data collection/analysis Strong skills in developing and utilizing results frameworks, logical frameworks, or similar tools for project design, monitoring, and evaluation Ability to write clearly, accurately, and concisely Strong computer skills in word processing spreadsheets, and databases, and particular skills in real-time data collection tools such as Kobotoolbox, Survey123, and ODK Expertise in training staff and partners in M&E Master’s degree or similar level of experience in social science or specialized training/certification in M&E, or related field Fluency in English and Khmer required Winrock offers competitive pay and an excellent benefits package.
