MEXICO: ADAPTATION MONITORING AND EVALUATION INDIVIDUAL CONSULTANT

GGGI Mexico has a growing portfolio of programs managing a diverse set of programs and projects focused on four key thematic areas of energy, green cities, water, and land-use as well as the cross-cutting areas of climate change and socially inclusive development, all of which contribute significantly to the potential for achieving green growth in Mexico.

Following these thematic areas, GGGI Mexico has supported the Ministry of Environment and Natural Resources (SEMARNAT) via its General Directorate of Policies for Climate Action (DGPAC) and its International Affairs Coordinating Unit (UCAI) in the development of enabling monitoring and evaluation, transparency and policy elements towards Mexico’s NDC Implementation Roadmap. To date GGGI Mexico has produce a robust analysis on the achievement made in adaptation by Mexico and identified gaps and needs that require attention. To materialize these recommendations, GGGI seeks technical support to create enabling factors needed for the implementation of Mexico’s NDC.

The objective of the consultancy is to support SEMARNAT-DGPAC in the enhancement of monitoring and evaluation systems and related policies to enable the efficient and impactful implementation of Mexico’s NDC. The consultancy will propose monitoring and evaluation frameworks while building capacity within GT-Adapt members to properly account for Mexico’s progress; support in raising Mexico’s adaptation ambition and focalizing efforts in key areas; and contributing to the implementation of large-scale adaptation projects.

[1] Activities

The consultancy must carry out at least the following activities to complete the adaptation component of the implementation roadmap of Mexico’s NDC:

1. Based on lessons learned from the SIAT and PECC, develop the theoretical framework of a simple Monitoring and Evaluation System including the identification of metrics and measurement units by topic, sector, axis, action, sub-action, and the creation of indicators.
2. Support DGPAC-SEMARNAT to plan, implement, monitor and evaluate processes of adaptation actions within the framework of the national climate change policy instruments: ENCC, NDC, NAP, PECC; that contribute towards the NDC Implementation Roadmap.
3. Build capacities within reporting agencies to facilitate the update of SEMARNAT-INECC’s adaptation sheets with the actions and sub-actions implemented within the framework of their powers regarding adaptation between 2023 and 2024.
4. Facilitate collaboration with non-governmental actors, academia, private sector and civil society organizations, identify adaptation actions and sub-actions using and adapting SEMARNAT-INECC adaptation sheets.
5. Develop the structure and deliver the first edition of an annual report, which contains additional information on adaptation actions carried out during 2024 and not reported by GT-Adapt members that contribute towards the achievement of national goals and objectives in adaptation to climate change.
6. Train ADAPT GT officials on the construction of indicators for monitoring and evaluating adaptation interventions.
7. Participate and support the preparation of the updated Nationally Determined Contribution (NDC) adaptation component roadmap.
8. Identify needs for new studies on adaptation that are useful for the progress of the national adaptation policy and the implementation of the NDC.
9. Develop economic analysis of adaptation measures lines of action and specific sub-actions of the updated NDC, with the support of INECC, through the use of the SEMARNAT-GIZ Methodology for Prioritizing Adaptation Measures against Climate Change, which includes a tool to carry out social cost-benefit analysis (ACBS) and social cost effectiveness analysis (ACES).
10. Through the GT-ADAPT, support the process of consolidating an Early Warning System (SIAT) with Climate Change criteria.
11. Develop five scripts per strategic axis of the adaptation component of the updated NDC to generate informative video capsules on adaptation within the framework of the NDC communication strategy and the implementation roadmap.

[2] Other activities in DGPAC

• Contribute to the development of technical inputs, material for the coordination and monitoring of the processes involved in the preparation of the roadmap of the adaptation component of the NDC, as well as aligned activities requested by the DGPAC-SEMARNAT that may include, among others, the preparation of technical notes, presentations, support in logistics activities for events or workshops, communications or inputs for internal documents and support.
• The consultant will carry out the collection and generation of information, preparation of technical inputs, preparation of figures and graphs to present the information in a clear and visually attractive way when deemed necessary, as well as the development of technical, logistical activities and all those that are required for the correct and timely implementation of public policy programs on adaptation to climate change.
• To safeguard the confidentiality of the information that SEMARNAT through the DGPAC provides for the development of the activities, a confidentiality letter will be established, through which the consultant ensures to keep the confidentiality and due confidentiality of the information handled and used, which is provided in electronic and/or physical format, and not to provide or disclose data or reports inherent to the services provided.

[3] Deliverables

Under direct supervision of SEMARNAT-DGPAC and GGGI’s MRV & NDC Enhancement Officer, the consultant will develop the following deliverables:

For the reporting period, this document will consolidate the following components: 1) Evidence of the support to the reporting systems of the DGPAC-SEMARNAT, including an introduction and a section with the general report of the support that has been carried out to the platforms; 2) Evidence of the technical support provided for the implementation of Mexico's NDC, and 3) Support in the development of technical inputs and materials to fulfil other activities requested by the DGPAC-SEMARNAT.

1. Workplan.

Develop one (1) detailed work plan that includes at least the following aspects:

1. Methodology, approach, phases, deadlines, and responsibilities.
2. Detailed timeline

2. Adaptation monitoring and evaluation first report

The report will indicate the theoretical framework of a simple Monitoring and Evaluation system (M&E) including the identification of metrics and measurement units by topic, sector, axis, action, sub-action, and the creation of indicators. The M&E system should be able to monitor and evaluate processes of adaptation actions within the framework of the national climate change policy instruments: ENCC, NDC, NAP, PECC; that contribute towards the NDC Implementation Roadmap. Additionally, the report will include the training materials developed to build capacities within reporting agencies to facilitate the update of SEMARNAT-INECC’s adaptation sheets with the actions and sub-actions implemented within the framework of their powers regarding adaptation between 2023 and 2024 via a virtual and wide-range webinar. The result of the M&E system should be an annual report, Deliverable 2 will present at least information on adaptation actions carried out during 2024 and not reported by GT-Adapt members that contribute towards the achievement of national goals and objectives in adaptation to climate change. Finally, the reports will include participation lists, evidence and training materials for a capacity building session dedicated to GT-ADAPT officials on the construction of indicators for monitoring and evaluating adaptation interventions.

3. NDC Adaptation monitoring and evaluation second report.

The report will include: 1) the contributions made by the consultant to support the preparation of the updated Nationally Determined Contribution (NDC) adaptation component and to the adaptation component of the National Climate Change Strategy (ENCC); 2) economic analysis of selected adaptation actions using the “SEMARNAT-GIZ Methodology for Prioritizing Adaptation Measures against Climate Change”; 3) support the process of consolidating an Early Warning System (SIAT) with Climate Change criteria identified as a priority area for Mexico’s NDC.

4. NDC Roadmap Communication Outlets report

A report including at least five scripts per strategic axis of the adaptation component of the updated NDC to generate informative video capsules on adaptation within the framework of the NDC communication strategy and the implementation roadmap.

The deliverables must have the approval of the DGPAC- SEMARNAT, prior to being delivered to GGGI.

[4] Payment schedule

All products (documents with their annexes and infographics, diagrams, tables, diagrams, cartography and/or other graphic aspects developed to facilitate the understanding of the technical contents) will be delivered in digital support, in open files that allow their edition.

SUGGESTED METHODOLOGY AND COMPETITION REQUIREMENTS

• The consultant can use primary and secondary sources of information to prepare the required results.
• Meetings with GGGI team and relevant entities if needed through interviews, workshops, discussions groups with stakeholders and relevant authorities will be necessary to validate and prioritize the actions that will be developed.
• Technical integrated work is considered decisive for the achievement of the objectives.
• It is the consultant's responsibility to attend all required technical events and meetings.
• All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
• The final report must be approved by GGGI and SEMARNAT. The Consultant shall consider the comments and necessary revisions proposed. Within 14 business days of receipt of comments or proposed amendments, the Consultant shall prepare and submit final versions of the report.

REPORTS AND COORDINATION

The development of the consultancy will be monitored and coordinated mainly through meetings related to periodic review and planning. The schedule will be defined by GGGI in coordination with the SEMARNAT.

Both the workplan and final report (which will be also presented in English), all interim reports or results must be written in Spanish, in accordance with GGGI and SEMARNAT format requirements and must be sent in electronic copy, along with the details of the products associated with the deliverables, including the attendance lists of the consultation spaces and the memory aids generated.

SUPERVISION

The consultant will be supervised by GGGI LAC’s MRV & NDC Enhancement Officer and SEMARNAT-DGPAC. The consultant will perform the aforementioned activities at SEMARNAT's offices, with the possibility of a home office day, by prior agreement with SEMARNAT-DGPAC.
