ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate. The Directorate oversees a full range of financial, human resources, learning and staff development, procurement, information technology and general services to meet the service support needs of the Organization as a whole. Additionally, the Directorate houses the Gender Equality and Empowerment of Women Unit and the Ethics and Accountability Unit as well as oversees their operations. Furthermore, the Directorate provides guidance on personnel security and safety matters and ensures the overall coordination of UNIDO’s response in this regard.

Under the supervision of the Managing Director and Deputy to the Director General Directorate of Corporate Services and Operations (COR), and in close collaboration with all directorates and pertinent organizational entities within UNIDO, the Risk Management and Compliance Unit (COR/RCU) actively supports Senior Management to foster a robust risk culture. COR/RCU, supports the Managing Director COR, as the designated UNIDO Enterprise Risk Management (ERM) Focal Point, to further develop, coordinate, and implement UNIDO’s ERM, internal control, compliance risk and portfolio risk frameworks at the enterprise level. Furthermore, COR/RCU supports strategic programming initiatives by offering risk management insights and integrating risk considerations into strategic planning processes. The COR/RCU is also responsible for developing and maintaining the UNIDO Business Continuity Plan in close cooperation with relevant organizational entities.

At the G6 level the incumbent is expected to perform highly independent and specialized processes focusing on specialized service delivery and support services within the organizational environment and team. His/her interventions result in processes integrity.

The UNIDO Staff Appraisal and Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

FUNCTIONAL RESPONSIBILITIES

The Senior Risk Management Administrator works under the overall guidance of the Managing Director of the Directorate of Corporate Services and Operations (COR); the direct supervision of the Chief/Team Lead of (COR/RCU) and in close collaboration with the organizational entities to support the mandate of the Unit, and be responsible for the following main duties:

  • Support and contribute to the development and integration of fit-for-purpose enterprise risk management (ERM) and internal control methodologies, frameworks, and tools to align with UNIDO's strategic objectives and its integrated accountability system. Contribute to h the development and dissemination of risk management policies, guidelines, and best practice, ensuring they align with UNIDO's context and compliance framework.
  • Contribute to the development and coordination of strategies aimed at enhancing organizational capacity in risk identification, assessment, monitoring, and reporting, ensuring strategic alignment with UNIDO's overarching priorities by conducting research, analysis and summarize the outcome for decision making.
  • Contribute to the development and execution of initiatives aimed at integrating risk management into strategic planning at the organizational, programming, and portfolio levels, empowering stakeholders throughout the organization to actively participation in risk management initiatives.
  • Support the administration of thorough risk assessments tailored to UNIDO’s context, ensuring comprehensive identification, evaluation, and proactive mitigation of risks in accordance with UNIDO’s risk appetite.
  • Contribute to monitoring emerging risks and mitigation strategy execution, prioritizing organizational resilience and adaptability, and deliver timely updates to relevant stakeholders enriched with actionable insights and recommendations.
  • Facilitate the development and maintenance of technology and data analytics for informed, data-driven decision-making and proactive risk mitigation, while promoting innovation to enhance the effectiveness and efficiency in UNIDO’s risk management practices.
  • Support engagement with strategic, internal and external, partners like the HLCM Risk Management Forum, facilitating the exchange of knowledge, lessons learned, and best practices, while emphasizing the value of ERM for UNIDO's overall success and sustainability.
  • Collaborate effectively with assurance providers, including both internal and external audit, to integrate oversight recommendations and management action plans, ensuring effective risk management and compliance.
  • Prepares, maintains and updates internal risk databases/registers; design and generate subject matter reports and other background materials/notes as required for decision-making.

  • Perform other related duties and assignments as required.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education

Completed higher secondary education, high school diploma or equivalent is required. Formal training in business management, risk management, finance, or related field is desirable.

Technical and Functional Experience

  • A minimum of ten (10) years of working experience in providing highly independent support in areas of enterprise risk management, internal control, business continuity, or international business, is required.
  • Experience in facilitating the development and coordination of enterprise risk management procedures and practices, preferably within the UN system or in a multicultural environment, is required.
  • Experience in providing high-level operational support to senior management/mid-management/professional staff, coupled with adept utilization of coordination and organizational skills to effectively contribute to the execution of ERM programmes and processes, is required.
  • Experience in programme risk management in complex geographic regions, is desirable.
  • Experience/proficiency in using Microsoft Office (Outlook, Word, Excel and PowerPoint), internet, is required.
  • Experience with SAP or similar ERP software is desirable.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language, is desirable.
