II. Background and Organizational Context

The Secretary-General’s Peacebuilding Fund (PBF) is the United Nations' leading instrument to invest in prevention and peacebuilding, in partnership with the wider UN system, national and subnational authorities, civil society organizations, regional organizations and multilateral banks. The Fund supports joint UN responses to address critical peacebuilding opportunities, connecting development, humanitarian, human rights, and peacebuilding pillars.

Guinea-Bissau has been one of the six countries on the agenda of the Peacebuilding Commission since 2007. The Commission plays an active role in accompanying the evolution of the situation in Guinea-Bissau (GNB), mobilizing the member states around the peace agenda for the country. As one of six countries on the agenda of the Peacebuilding Commission (PBC), GNB is entitled to support from the Peacebuilding Fund (PBF).

The PBF Secretariat is placed at the UN Resident Coordinator Office and is responsible for ensuring coordination, coherence, and synergy among PBF funded projects in Guinea-Bissau, and serves as a liaison among the UN entities and international partners involved in peacebuilding in the Country. The PBF Secretariat provides implementation oversight and technical advice, as well as M&E and communications support. The current PBF portfolio includes 8 projects involving UN organizations and one international CSO. New projects are being designed to support the country in its peacebuilding journey further and echo the evolutive needs and priorities in a range of areas, including – but not limited to – political dialogue, social cohesion, and inclusivity.

In this regard, the PBF Secretariat in Guinea-Bissau is looking for a Knowledge Management and communication Analystto strengthen evidence-based design of new PBF initiatives as well as to adapt PBF’s global communication strategy to a local context which requires enhanced visibility and understanding of PBF support in the country.

III. Position overall Purpose

Under the guidance and direct supervision of the PBF Secretariat Coordinator, the Knowledge Management and Communication Analystwill establish and sustain high-quality and collaborative research, analysis, and data management systems, as well as design and implement a strategic communications – including the production of high-quality advocacy and communication materials, and innovative use of relevantly targeted communication channels (internal and external). In such framework, the Knowledge Management and Communication Analystwill work collaboratively with the Recipient UN Organizations (RUNO) and the PBF project teams to support evidence-based programming, better promote PBF visibility and further mobilize support for sustaining peace. 

IV. Key Duties and Accountabilities
 
1.) Update the peacebuilding portfolio's communications strategy and plan, and support their implementation and monitoring/evaluation.
 
  • In close collaboration with the project managers of Recipient UN Organizations (RUNO) and Non-UN recipient organizations (NUNO), ensure the integration of communication in all projects of the Peacebuilding portfolio in Guinea-Bissau;
  • Ensure capacity building of PBF project implementation partners on communication tools in accordance with PBF / United Nations standards;
  • Ensure that the gender dimension is actively taken into account in all communications for all programmatic and Gender and Youth Promotion Initiatives (GYPI) projects in peacebuilding portfolio (consider including women in interviews, panels, visuals);
  • Propose partnership initiatives needed to promote the visibility of the PBF Secretariat's activities and the impact of the various projects, both nationally and internationally.

2.)  Ensure the production and dissemination of knowledge on the achievements and lessons learned through the development and publication of high-quality communication products.

 
  • The effective management of knowledge is a critical function that necessitates the identification, promotion, and dissemination of tools, best practices, and lessons learned. 
  • Produce newsletters and brochures on the various achievements, taking into account: gender and conflict sensitivity, delivery as ONE, based on lessons learned and success; 
  • Support the design and operationalization of a website that will serve as the main information medium for the portfolio and as a forum for exchanging experiences between the various projects. The site will enable partnerships to be established with other structures or organizations working in the field of peacebuilding;
  • Make proposals for the animation and daily updating of social networks (Facebook, Twitter, Instagram etc.) in line with United Nations policy;
  • Write press content: press releases, press kits, and language on various operational and institutional subjects and the portfolio's key events;
  • Produce radio programs on PBF projects/missions on various local and community radio stations for visibility and outreach.
3.)  Manage and strengthen relationships with content providers (videographers, photographers, printers, etc.) and ensure the production of quality deliverables.
 
  • Help service providers develop multimedia content (videos, infographics, etc.);
  • Supervise producers to ensure the provision of quality deliverables on portfolio projects.
4.)   Participate in the United Nations Communications Group on behalf of the Secretariat, contributing to the implementation of the UNCG Annual Work Plan (publications, various events, press trips, etc.).
 
  • Share and participate in the exchange of information on project results/impacts and on the development of the PBF portfolio. 
5.)  Support the Peacebuilding Fund portfolio in its day-to-day project monitoring and communication tasks
 
  • Contribute to the analysis of technical information provided by the projects and synthesize it for the quarterly and annual reports, particularly with regard to communication; 
  • Carry out tasks deemed necessary by the supervisor and in line with the UN System's communication guidelines;
  • In collaboration with the Monitoring & Evaluation Specialist, support the drafting of various reports by partner RUNO and NUNO, as well as the identification of lessons learned and success stories;
  • Participate in the organization of events planned by the PBF Secretariat / RCO and within the framework of portfolio projects;
  • Participate effectively in the management and smooth running of the PBF secretariat and the work of the PBF committees in Guinea-Bissau
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the PBF secretariat and Resident coordination office (RCO).
V. Requirements:
 
Education
  • Advanced university degree (master's degree or equivalent) in communication, journalism, international relations, public administration, or related field is required, or 
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

 Experience, Knowledge, and Skills

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in public relations, advocacy, communications or knowledge management is required. 
  • Demonstrated experience in knowledge management and production of technical documents and materials, including policy briefs is required;
  • Ability to undertake independent desk research and strong writing skills on topics relevant to peacebuilding;
  • Experience using computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems is required.
  • Experience using graphic design and/or video editing softwares (Cf. Adobe Suite – Illustrator, Photoshop, InDesign, Premiere Pro, AfterEffects; Canva; etc.) is desired.
  • Excellent written and oral communication skills/experience, including in cross-cultural contexts is desired 
  • Proven ability to produce various written communications products in a clear, concise style is desired. 
  • Proven ability to deliver oral presentations to various audiences is desired.
  • Good knowledge of gender, peacebuilding and human rights issues is desirable 
  • Knowledge of social media platforms and experience in social media outreach is desired;

  • Portuguese, Level: Fluent, required.

  • French, Level  : Working knowledge, desirable.
