JOB SUMMARY

Under the leadership of the Programme Director-Education the Project Manager will apply their technical expertise to plan, implement, control and complete projects, identify project risks, while remaining aligned with project objectives. The Project Manager plays a critical role in driving international development projects, driving out complexity and ensuring that projects are delivered to the highest standards.

KEY DUTIES

  • Liaising with appropriate technical personnel of the Ministries of Education from various Members States, and other regional and international agencies where appropriate and beneficial to the project;
  • Establishing working relations with appropriate national and regional agencies and groups in participating countries to ensure effective implementation of project activities under his/her responsibility at the national and regional level;
  • Developing operational linkages with other projects seeking to improve literacy levels at the national and regional levels;
  • Assisting and collaborating with the Programme Director-Education Development Management Unit (EDMU) and the Project Implementation Team and other staff members of Education Development Management Unit (EDMU) in preparing requests for proposals for specific activities under the project, including the periodic evaluation of corresponding activities at national and regional levels;

  • Overseeing the development of a comprehensive Monitoring and Evaluation(M&E) Plan that must include but not be limited to donor partner standard indicators and ensure that the desired relevant results are achieved under the project;
  • Participating in project technical committees or component team meetings to ensure timely project implementation and progress;
  • Providing the Programme Director - EDMU and Development Partners with progress reports as required and contributing to the development of annual work-plans;
  • The Project Manager may be required to undertake any such duties as may be assigned from time to time in support of the implementation of the OECS Education Sector Strategy and related areas assignments as requested by the Programme Director - EDMU, Head- Human and Social Division and Director General.

EXPERIENCE AND KNOWLEDGE

  • A post-graduate degree (Masters level or higher) in Project Management.
  • A graduate certificate or higher in TVET, Higher Education, Digital Education, or other related fields.
  • A thorough understanding of the issues, trends, and advances in education across Member States and the Eastern Caribbean.
  • A minimum of seven (7) years’ experience in project management and reporting.
  • Proven capacity to work with and establish working relationships with medium to high-level government and non-government representatives.
  • Excellent oral and written communication skills in English.
  • Ability to work as a member of a multi-disciplinary and multi-cultural team.
  • Ability to take initiative and to work with minimum supervision.
  • Experience with multi-country and multi-donor projects.
  • Experience and skills in the Microsoft Suite of programmes (including Microsoft Project, MS Excel, Word) and database programs.

TERMS OF APPOINTMENT

JOB LOCATION

The OECS Commission is headquartered in Castries, Saint Lucia. The position of Project Manager-OECS Skills & Innovation Project is stationed at the OECS Commission headquarters.

All nationals of the OECS Member States: Antigua and Barbuda, Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Anguilla, The British Virgin Islands, Martinique, and Guadeloupe are encouraged to apply.

BENEFITS

The position is on a fixed-term establishment. Salary will be commensurate with qualifications and experience, and exempt from income taxes. In addition to the basic salary, this post attracts allowances.

The incumbent will be eligible for membership in the Organisation’s non-contributory Group Health and Life Insurance Scheme.
