ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of SDG Innovation and Economic Transformation (IET), headed by a Managing Director, is responsible for the development of innovative UNIDO services in the areas of agro-industry and agribusiness, sustainability standards and fair production, and climate-improving technologies. It is also, in collaboration with ODG, responsible for developing innovative technical cooperation concepts, identifying new sources and means of finance and entering into new partnerships with a broad range of relevant stakeholders.

The Division of Fair Production, Sustainability Standards and Trade (IET/PST) develops and implements an innovative service package in response to UNIDO’s mandate for fair and responsible local industrial production and trade with a particular focus on building the required skills and capacities and foster a conducive business operating environment to ensure that such production and trade are as inclusive as possible, promoting – among others – the development of human capital through vocational training and industrial skills development.

Skills Development and Fair Production Unit (IET/PST/SFP) supports Member States in integrating into the emerging global systems of fair and sustainable trade.

To this end, it leverages partnerships with the private sector to enhance employees’ skill sets to become the sources driving the sustainable transition. The Unit also promotes learning, concepts and norms to augment the attractiveness of industrial employment for youth and women under transparent, fair and social working conditions.

The Unit also deploys foresight and planning instruments to guide member states in developing the industrial skills in future cohorts of industrial employees and respond to re- and up-skilling requirements of actors in a sustainable value chain.

PROJECT CONTEXT

Project “Women and youth economic empowerment in Western Ukraine for inclusive and sustainable recovery”

The initiative aims to support three selected regions of western Ukraine, namely Lviv, Ivano-Frankivsk and Volyn to revitalize and strengthen economic activities in view of the encountered socio-economic challenges.

At meso-level, the initiative will help enhance the knowledge of local business support institutions in critical areas around digital sustainable entrepreneurship. The project will also support educational institutions, including technical universities and vocational training centers, to enrich their courses with entrepreneurship tools including digital literacy, innovative technologies, and mindset training to prepare students for their future work. Collaboration with local industry, including Austrian companies operating in Ukraine, will facilitate skills matching and increase future employment opportunities for youth and women.

At micro-level, the project will empower 200 aspiring entrepreneurs with sustainable business concepts and IT tools to facilitate the creation of new sustainable businesses in the western regions of Ukraine.

The project aims to create at least 1,200 new jobs during the three-year implementation period, in close collaboration with local partner institutions.

The initiative envisages a gender balance in all project activities.

Following a regional assessment, mapping, and diagnostics of the entrepreneurial ecosystem in the western regions of Ukraine, educational and business support institutions have been identified for potential partnerships in the priority regions (oblasts) of Lviv, Ivano-Frankivsk and Volyn. These institutions are currently being selected based on their capabilities and alignment with project goals.

Upon selection, these institutional partners will participate in a series of capacity-building workshops focused on entrepreneurship, the use of digital tools, and sustainability practices. These workshops will leverage resources from HP’s Learning Initiative for Entrepreneurs among others.

In collaboration with the selected institutions, students and aspiring entrepreneurs from the target regions will be chosen for specialized coaching in business plan development. This coaching aims to foster entrepreneurial initiatives and equip participants with practical business skills.

Direct collaborations will be established with Austrian companies based in the western regions of Ukraine to support skills development for students and trainees, enhancing their practical experience and employment prospects.

FUNCTIONAL RESPONSIBILITIES

The terms of reference are intended for the hiring of three (3) experts, with each expert dedicated to one of the three regions, Lviv, Ivano-Frankivsk and Volyn.

Candidates must be residents of or currently residing in Lviv, Ivano-Frankivsk, or Volyn, or should be willing to relocate to these regions for the duration of their contract.

Under the direct supervision of the UNIDO Project Managers at UNIDO HQ in Vienna and the National Project Coordinator (NPC) in Lviv and in close cooperation with the project team in the field and HQ, the international expert will perform the following duties:

Identification and selection of entrepreneurs: in close cooperation with the NPC and national partners (business support institutions, TVETs, universities), identify and select aspiring entrepreneurs (youth, women, students, internally displaced persons (IDPs) and returnees) who have developed a business model canvas (BMC) or draft business plan and require coaching to launch a business.

Approximately 40 aspiring entrepreneurs per region (Lviv, Volyn, Ivano-Frankivsk) selected for group coaching, and 25 for individual coaching (note: the latter may be included in the group coaching)

Group coaching: develop and implement a group coaching program, in close coordination with the project team, to provide aspiring entrepreneurs the technical support and knowledge/skills necessary for finalizing business plans, to be delivered in person and/or remotely. Areas of focus include marketing, access to markets, access to funding, certification, customer relation management, management, accounting, legal requirements to set up a business.

For each region (Lviv, Ivano-Frankivsk and Volyn):

At least 4 group coaching sessions (2-3 hours each), engaging around 35-40 aspiring entrepreneurs either in person or remotely on technical topics in line with needs of entrepreneurs and in coordination with the project team

One-on-One Coaching: Provide personalized business coaching to entrepreneurs, helping them to develop and refine their business strategies, review and finalize business plans, develop finance plans/schemes and understand market dynamics. The expert will collaborate with each aspiring entrepreneur to establish a shared schedule for the planned activities.

For each region (Lviv, Ivano-Frankivsk and Volyn):

At least 20 hours (2 ½ working days based on 8 hours per working day) of individual coaching sessions for a minimum of 25 aspiring entrepreneurs per region.

At least 20 business plans finalized and ready for funding.

Stakeholder Engagement: work closely with local business support institutions, educational entities, and private sector partners to align training programs with industry needs and opportunities.

Collaboration strengthened with local institutions and private sector, focusing on Austrian companies based in the three targeted regions; to facilitate ongoing skills development and employment opportunities.

Reporting, monitoring and data collection: prepare activity and coaching reports and supporting documents in line with templates provided by the UNIDO project, including the collection of sex-disaggregated data and specific information on internally displaced persons and returnees. Share these reports with UNIDO for review and validation in compliance with project procedures.

Comprehensive reporting: submit detailed activity/coaching reports including sex-disaggregated data and specific data on IDPs and returnees for all training and coaching sessions. These reports are to be submitted monthly and at the end of the project.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Advanced university degree in Business Administration, Entrepreneurship, Marketing, or a related field is required.

Technical and Functional Experience:

  • At least five (5) years of professional experience in entrepreneurship and business development, including a minimum of 2 years in business coaching with hands-on experience in starting and growing businesses, is required.
  • Demonstrated ability to work effectively with various stakeholders, including educational institutions, business support organizations, local governments, and private sector partners is required.
  • Strong skills in financial management and market analysis, crucial for advising businesses on growth and sustainability strategies is required.
  • Proficiency in digital tools essential for business management and training is required; knowledge of local business regulations, taxation, and compliance standards is desirable.

Languages Fluency in written and spoken Ukrainian and English is required.
