Job Description

Position Title: Senior Technical Advisor (Water, Sanitation and Hygiene (WASH))

Duty Station: To Be Determined

Classification: Professional Staff, Grade P4

Type of Appointment: Fixed term, one year with possibility of extension

Estimated Start Date: As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of Regional Crisis Coordinator and direct supervision of the Senior Emergency Coordinator for Gaza Response, the Senior Technical Advisor (WASH) will lead the design and strategic direction of Water, Sanitation and Hygiene (WASH) portfolio, spanning from the emergency phase to mid-term or transition-to-recovery programming.

Core Functions / Responsibilities:

  1. Strategy: Lead the development and implementation of a WASH strategy in the immediate, short, medium, and long term.
  2. Oversight: Manage the overall implementation of the WASH programme to guarantee that scope, budget, time and quality are in accordance to the different projects specifications and donor requirements.
  3. Supervision and control areas /aspects:
  4. Technical Support: Lead the design process, WASH assessments and oversee compliance of technical specifications for the implementation of the required WASH activities and services to guarantee quality of the output and alignment to international and national standards and donor requirements.
  5. Financial: Ensure a sound financial management of projects to guarantee alignment with internal and donor requirements. Ensuring that the budget lines are respected and monitor burn rates for the effective use of the funds.
  6. Human Resource: Manage and monitor technically and administratively the whole of the WASH team. Ensure that adequate and relevant capacity building are provided to the members of the team. Mentor, coach and manage the staff under supervision; evaluate performance and oversee the resolution of team conflicts.
  7. Procurement: In coordination with the Resource Management Unit and Procurement and Logistics Unit, oversee all WASH programme related procurement efforts for supplies and services, ensuring that the processes are transparent and in line with Partners and donor’s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and / or implementing parties.

4. Coordination:

a. Represent IOM in the WASH meetings and technical working groups to ensure that WASH activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level.

  1. Communications: Ensure an effective and active communication with all the stakeholders.Make sure that the relevant and necessary information is transmitted downstream to all the members of the WASH team on a timely manner. Ensure all reporting requirements are met and prepare project reports, situation reports, programme updates, etc., ensuring that all the project data and information is archived and shared appropriately.
  2. Monitoring and Evaluation: Ensure that the WASH program is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine tuning of systems and processes.
  3. Cross cutting issues: Ensure cross-cutting issues are integrated in the WASH programming such as Gender based Violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
  4. Any other duties: Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master's degree in civil engineering, Chemical Engineering, Mechanical Engineering, Environmental Engineering, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in designing and leading WASH activities in developing countries, preferably in countries facing humanitarian crises and in support of emergency responses;
  • Experience in setting WASH programs in the middle east region;
  • Experience in the design and implementation of WASH infrastructure, including contract management;
  • Cluster Coordination Experience would be an added value; and,
  • Knowledge or experience in Shelter, Camp Coordination and Camp Management (CCCM), Settlement Planning, would be of added value.

Skills

  • Excellent Monitoring and Evaluation (M&E) Skills; Managerial Skills; Organizational Skills;• Knowledge of computer assisted design and modeling software such AutoCAD, Epanet and those useful for the design of drainage, flood modeling;
  • Ability to work with limited supervision; and,
  • Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
