Qualifications

Purpose of consultancy

The purpose of this national consultancy is to support country efforts to implement the activities programmed for the second phase of Urban Governance for Health and Wellbeing project and promote multisectoral action and stakeholders’ involvement in addressing the social determinants of health.

 

Background  

The WHO Urban Governance for Health and Wellbeing project aims to enhance good governance for Health and Wellbeing through multisectoral and multi-stakeholder’s engagement in rapidly urbanizing and high-density cities.

The long-term outcome of Urban Governance for Health: Urban Governance for health and wellbeing is part of the governmental/municipal agenda and institutionalized in the system.

Five key strategic actions are identified : (i) Re-orient institutions of governance through the leadership of mayors to increase community participation and effectiveness;(ii) Integrate mechanisms at institutional level to promote policies and interventions with a participatory process from multiple sectors; (iii) Enhance technical competence to address social determinants of health and equity in cities through a Health in All Policies (HiAP)  approach in the key issues;  (iv) Generate new evidence on Urban Governance for Health and Wellbeing at local level and  (v) Advocate for participatory urban governance for health and wellbeing through global, regional and national city and mayors networks.

Tunis has been selected from Eastern Mediterranean Region and is amongst the five identified cities at global level to implement the WHO Urban Governance for Health and Wellbeing initiative. Since the implementation of the project in Tunis city, WHO Tunisia is working to achieve this long-term outcome through the achievements in relation without puts.

The activities performed during the period 2022-2023 have showed progress in the achievement of the long-term outcomes including the implementation of a pilot project on promoting health and wellbeing in disadvantaged neighborhoods by improving access to green spaces and leisure facilities developed within the framework of Universal Access to leisure activities and green spaces as part of promoting healthy living and addressing social determinants of health. Hay Helal Youth Health and Wellbeing is another initiative to include generation of ideas, community engagement in contributions to decision making, and sharing of responsibility.

 

During the second phase of the project  2024-2028, Tunis city aims to: (i)Increase   city’s capacity for promoting urban governance for health and wellbeing (Wellaya/Governorate level) ; (ii) Enhance intersectoral coordination and collaboration among relevant government departments, civil society organizations and communities to advance health and wellbeing interventions ; (iii) Sustain knowledge-base and empower evidence-based policy actions on health and wellbeing within and among cities in Tunisia.

To attend these aims, a couple of   the required activities, are planned during the year 2024.

In this context, WHO will recruit a national consultant to provide strategic advice and recommendations for scaling-up and needed interventions of the urban governance project and to support assessment of the whole process with the municipality of Tunis, WHO and the different partners.

The purpose of this national consultancy is to support country efforts to implement the activities programmed for the second phase of Urban Governance for Health and Wellbeing project and increase the involvement of the stakeholders on addressing the social determinants of health.

Deliverables

Output 1:  Develop the scale-up plan of the urban governance project.

 

Deliverable 1.1: Elaborate strategic and technical inputs for the development and leadership of the urbanlead program (coordination of the national team of Urbanlead on regular basis to promote ownership and national leadership of the project coordination mechanism among the Urbanlead team and other stakeholders)

Deliverable 1.2 update and implement the Urbanlead training for new team at Wellaya and municipal level and representatives of different sectors (Youth, Schools, NGOs partners …)

Output 2 :  Develop multifaceted programs, and activities for health and wellbeing as outlined in the Global Framework at city and national levels

Deliverable 2.1:  Elaborate the multisectoral platform for health and wellbeing at the city level with community and civic representation including the mapping of programs/projects implemented by certain departments (municipality, environment, agriculture, transport, education, youth and sports…..etc.) on health and wellbeing.

Deliverable 2.2 coordinate the action for the integration of health and wellbeing component on ongoing programmes and other initiatives (Bloomberg partnership for Healthy Cities, Health Promoting schools, Physical Activities, Tobacco Free Initiative, Urban Health, women empowerment ...).

Output 3: Develop a strategic roadmap for communities empowered to recognize the social and behavioural determinants of health and address them with community and civic engagement.  

 

Deliverable 3.1: Develop and implement the policy dialogue on health and wellbeing approach and the integration of the social determinants of health into all policies (Governorate/city/community).

Deliverable 3.2: Develop policy briefs on the role of local government on addressing social determinants of health.

Deliverable 3.3:  Develop policy briefs on healthy literacy assessment and planning for needed activities based on the outcome for community empowerment and meaningful engagement for health and wellbeing.

 

Educational Qualifications

Essential: Master’s degree in public health.

 

Experience

Essential: Up to 10 years of experience in public health, health planning and healthy cities program.

Desirable: Experience for developing and monitoring policies and strategies is desired.

 

Skills/Knowledge

  • Strong communication and coordination skills

  • Ability to manage multiple tasks.

  • Familiarity with NCD and their risk factors.

 

Languages and level required

Fluency in languages used in the country (Arabic, French, English)

 

Location

WHO Country Office Tunisia

 

Travel

Consultant is not expected to travel outside the country.

 

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

 

Hiring Unit

NCD and Mental Health Department

 

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

·                 Remuneration: TORs are classified at the national pay of NOD level

·                 Expected duration of the contract: 10 months starting from 25/07/2024
