Job Description

Position Title: Programme Coordinator (Transition and Recovery)

Duty Station: Port Sudan, Sudan

Classification: Professional Staff, Grade P3

Type of Appointment: Fixed term, one year with possibility of extension

Estimated Start Date: As soon as possible

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall direction of the Chief of Mission (CoM) in Sudan, and the direct supervision of the Deputy Chief of Mission (DCoM)/ Head of Programme, in close coordination with the Peace and Recovery Division(TRD)/Department of Humanitarian Response and Recovery (DHRR) in Headquarters (HQ) and RO Cairo as well as the Emergency Coordinator and relevant units in Sudan, the Programme Coordinator (Transition and Recovery) will be accountable and responsible for project development, management and implementation of IOM initiatives related to peace building, community stabilization, and creating conducive environments for durable solutions to internal displacement.

Core Functions / Responsibilities:

  1. Accountable for the administrative, operational management, as well as budgetarybackstopping, of all Peace and Recovery initiatives of IOM Sudan.
  2. Analyze the Sudan peace-consolidation, stabilization and development strategies defined bythe Government and the International Community and identify the priority areas for IOM activities and interventions.
  3. Based on the situation analysis, needs assessment and donor priorities, identify therequirements and where relevant develop programming for IOM interventions in the areas for Security Sector Reform (SSR), Community Stabilization, Transitional Justice, sustainable solutions for Internally Displaced People (IDPs), Peace Building and Social Cohesion, as well as capacity building in the areas of preparedness, Disaster Risk Reduction and Climate Change Adaptation.
  4. Support the Displacement Tracking Matrix (DTM) Unit in identifying areas of high returnand/or local integration for the implementation of Localities/Village Assessment Surveys (VAS) to drive Transition and Recovery Unit (TRU) programming priorities.
  5. Liaise with the Government, local authorities, community representatives, partner agenciesand civil society to maximize IOM competencies and capacities in the domain of peace and recovery programming.
  6. Participate and actively contribute to the Programme Management Team (PMT), Partnershipfor Recovery and Resilience and other relevant coordination meetings and consultations.
  7. Work to ensure IOM is strategically positioned in donor and partner forums related to peaceand Recovery and the Humanitarian Development Nexus (HDN).
  8. In close coordination with Program Support Unit (PSU) conduct resource mobilization basedon identified needs, gaps and priorities in peace and recovery programming.
  9. Coordinate with other IOM Programme Coordinators to develop joint programming initiativesand promote more integrated or joined-up programming.
  10. Act as the mission focal point for transitional justice and coordinate closely with HQ toexplore future programming opportunities.
  11. Liaise as needed the project activities with external project stakeholders such as Government, local authorities, community representatives, partner agencies, PMT, United Nations Country Team (UNCT), donors, media and civil society.
  12. Consolidate the collected information and propose general directions for IOM’s involvement and activities in peace and recovery and communicate this information to the CoM, DOE Regional Thematic Specialist (RTS) and DOE for further consultation and advice.
  13. Ensure the timely preparation and submission of internal and external reports, updates and media releases.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in the field of migration, including operational and field experience, IOM project development, and management;
  • Demonstrated expertise in the thematic area (DDR, SSR, CS, Return Reintegration, Peacebuilding Reconciliation, among others) relevant to project development; knowledge or experience of regional issues an advantage;
  • Experience in liaising with governmental authorities, other national/international institutions and NGOs; and,
  • Knowledge of monitoring and evaluation.

Skills

  • Sound knowledge of migration management principles, concepts and techniques;
  • Expertise in post-conflict /emergency operations;
  • Ability to lead and coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional background;
  • Proven ability to manage a larger operation in the developing world;
  • Ability to work well under pressure and in difficult conditions;
  • Excellent communication and negotiation skills, project development skills and ability to draft clearly and concisely; and,
  • A high degree of computer literacy.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or of another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
