Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

Main Purpose

The Programme Officer (Financial Coordination) supports the Director MTBF in coordinating the activities of the Division. He/she has strong knowledge and experience in the financial analysis, data analysis, knowledge management, knowledge of the banking sector to support the Treasurer, represents the Division on numerous committees, projects and meetings, performs analysis and coordinates divisional communication. He/she has strong experience and knowledge of financial processes of international organizations and can review financial business processes, based on best practices. He/she works closely with the Business Process Owners in MTBF by providing data for the business process improvements.

The Programme Officer (Financial Coordination) is an expert of financial management operations and data analytics, knowledge management and communication.

The Programme Officer (Financial Coordination) is: (1) an expert, providing support to the Director on financial management and (2) a coordinator, organising and implementing MTBF related initiatives and projects as well as other cross-cutting tasks/initiates of the Department.

Functions / Key Results Expected

Coordinate and communicate MTBF projects and initiatives with internal and external stakeholders such as programme and administrative managers, delegations and other UN system organisations as required.
Perform analysis and oversight of key financial data and ensure data quality.
Develop and maintain various financial dashboards and prepare related statistics.
Enhance data analytics capacity and related processes, carry out change management and organize training and knowledge management activities as required.
Contribute towards revision or development of strategies, policies and procedures and provide the quantitative background.
Support managing the Agency’s financial holdings.
Ensure follow-up of various Divisional tasks and any other duties as required.

Qualifications, Experience and Language skills

  • University degree in public or business administration (BBA/BA) in the area of finance or another related field.
  • A minimum of five years of progressively responsible experience in financial management and advisory services, preferably in an international organization or a public sector.
  • At least three years of experience in the areas of budget, accounts, treasury and/or finance.
  • Demonstrated knowledge of financial and budgetary procedures and techniques.
  • Demonstrated experience in data analytics, including related tools and workflow improvements.
  • Substantive experience in drafting clear, concise, and accurate documents setting out facts, analysis and conclusions.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $64121 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37126*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance. Appointment information
