UNDP is the frontier organization for sustainable development in the UN Development System and serves as the integrator for actions at regional, national and local levels to achieve the Sustainable Development Goals (SDGs). Across Asia and the Pacific, UNDP helps countries formulate and implement their own solutions to address urgent development challenges. It implements the UNDP Strategic Plan (2022-2025) in the region through the Bangkok Regional Hub (BRH), various Country Offices (COs) and the Global Policy Network (GPN) which provides policy and programme advice to ensure alignment of country programmes with regional and global and corporate priorities. Several integrated solutions are identified in the Strategic Plan which include the following:

  • Disaster Risk Reduction and Recovery for Building Resilience
  • Environment and Energy
  • Poverty and Inequality

In the ambit of the above signature solutions, UNDP launched a USD $37.53 million project, approved for funding by the Government of Japan in February 2023. It will support four Pacific Island Countries (Papua New Guinea, Samoa, Timor-Leste, Vanuatu) with a ‘Green Transformation’ of their economies that will reduce reliance on fossil fuels, drive sustainable economic growth and help them cope with the impacts of climate change. The two-year project, titled Promoting Green Transformation in the Pacific Region towards Net-Zero Emissions and Climate-Resilient Development will support investments in clean energy, more efficient management of natural resources and strengthened coping capacity in the face of extreme weather events linked to climate change. UNDP’s multi-country implementation modality will be followed for this project. BRH, together with the four Country Offices in the Pacific regions, lead the implementation of the project with strong engagement of the Environment team within the GPN based in BRH.

UNDP’s Environment team within the GPNs leading the implementation of the project. The Environment team works with governments, civil society, and private sector partners to integrate natural capital, environment, and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements; and implement the UN’s largest portfolio of in-country programming on the environment, climate change, and energy. This extensive body of work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning. The Environment team assists partner developing countries to develop and implement projects that combine and sequence resources from a wide range of global environment and climate funds and from bilateral funding windows. 

BRH is recruiting a Programme Associate for the Regional Project Management Unit of the Pacific Project for Promoting Green Transformation in the Pacific Region towards Net-Zero, and Climate-Resilient Development. The main role of the Programme Associate will be to support the work of the Regional Project Manager.

The Programme Associate will report to and work under overall guidance of the Project Manager of the Pacific Project for Promoting Green Transformation in the Pacific Region towards Net-Zero, and Climate-Resilient Development and in close collaboration with the COs in the four Pacific Island Countries (PICs), the Environment team, the Climate Strategies and Policies (CSP) team, Regional Programme Management Unit (PMU), and the Global Policy Network.

Duties and Responsibilities:

  • Support to formulation of programme strategies and implementation of the Pacific Project for Promoting Green Transformation in the Pacific Region towards Net-Zero, and Climate-Resilient Development.
  • Programme management and administrative support of the Regional Programme/project as well as Regional Project Manager
  • Support to resource mobilization. 
  • Facilitation of knowledge building and knowledge sharing 

Supports formulation and implementation of the RBAP Regional Programme and associated projects strategies, focusing on achievement of the following results: 

  • Collection, analysis and presentation of background information for preparation of Regional Programmes and associated projects, effective application of RBM tools and establishment of management targets.
  • Presentation of background information for formulation of regional programme, draft project documents, work plans, budgets, proposals and detailed procurement plans on implementation arrangements to ensure their compliances with UNDP’s and donor’s requirement. 
  • Provision of support to the Regional Project Manager on Monitoring and Evaluation (M&E) Support, including data collection and analysis.

Provides effective support to management of the Regional Programme and associated projects focusing on the achievement of the following results: 

  • Creation of a project in Quantum, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project.
  • Provision of guidance to the executing agencies on routine implementation of projects according to UNDP’s and donor’s rules.
  • Preparation of relevant information and financial analysis to periodic and ad-hoc financial reporting to donors and COs, as needed.
  • Monitors project commitment and expenditures through a variety of reporting and compares with approved budget; prepares adjustments and project finance documents as necessary.
  • Maintain electronic and, where necessary, hard-copy files of all project and associated information.
  • Presentation of information for audit of the project, supports implementation of audit recommendations. 
  • Provision of support to the Regional Project Manager in the preparation for Project Steering Committee meetings/Board Meetings.

Provides administrative and operational support to the Programme Unit focusing on achievement of the following results:

  • Review of project Financial Reports; preparation of non-PO vouchers for development projects.
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted.
  • Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
  • Creation of requisitions for development projects, register of goods receipt.
  • Making budget check for requisitions, POs and vouchers.
  • Preparation of vouchers and requisitions for development projects.
  • Provide overall/secretariat support in the organization of workshops/events including logistical, administrative and financial aspects, making sure that all the requirements of the speaker and participants are met.
  • Provides effective support on timely procurement of services and goods including contract requests (Individual Contracts, Institutional Contracts, Contract for Professional Services, LTAs) and recruitment of project personnel including preparation of job forms and facilitates requests.
  • Performs a role of Travel Arranger to facilitate Travel Request (TR) for the programme unit, including meeting participants as well as maintain the supporting documents related to official missions for audit purposes.
  • Work in close collaboration with other UNDP units and donors to ensure consistent collation of information and inputs into BRH, BPPS, donor and other reporting formats and platforms for administrative and operational processes.
  • Prepare Team and Project shadow budgets and expenditure records, and support project managers on budget management, and review and monitoring of project budgets.
  • Lead on budget management for the project, including prepare budget authorizations, budget revisions and budget corrections, verify cumulative expenditure status, support UNDP country office on financial management and reporting, and ensure financial reports and budget revisions are in order for signing and timely submission to donors.
  • Prepare and monitor budget authorizations to Country Offices in line with approved workplans.
  • Perform other related tasks and assignments within the larger regional programme structure. 

Actively participate in resource mobilization focusing on achievement of the following results: 

  • Analysis of information on donors, preparation of donor’s profile. 
  • Preparation of Revenue Recognition by recording revenue in the Revenue Management system based on a category of agreed financial contribution agreements and performs revenue transfer processes to respective COs or other executing agencies in Asia and the Pacific region.
  • Track and reporting on mobilized resources in cooperation with Programme Support Unit on financial and other operational matters. Review of contributions agreement, managing contributions and supports authorization process for project relevant documents. 

Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: 

  • Synthesis of lessons learnt and best practices in programme with ability to train others.

  • Onboarding of personnel: Knowledge of policy and procedures on administrative on-boarding, including issuance of office ID, email address creation, office space, telephone extension, Argus profile set up, issuance of office ICT equipment.
Required Skills and Experience:
 
Education:
  • Secondary education is required. 
  • University degree in Business or Public Administration, Economics, Finance, Political Science, International development, International Relations and Social Sciences or any related fields will be given due consideration but it’s not a requirement.
  • A specialized certification in Business or Public administration, Finance or related areas is preferred.
Experience:
  • Minimum 7 years (with secondary education), or 4 years (with bachelor’s degree), of progressively responsible experience in regional/international programme and programme management, administration and financial management or related field is required.
  • Prior experience related to project management, administration and financial management in development context.
  • Proven Knowledge of UN/UNDP’s policies, procedures and practices, including familiarity with the UN system would be desirable. 
  • Experience in the use of an ERP system (e.g. Quantum, UNAll, Oracle cloud, PeopleSoft, SAP, UMOJA) is an advantage.
  • Proven Knowledge of procurement will be considered an advantage.

Required Languages:

  •  (At working level) Proficiency in Thai (as national language) and English with advanced command of speaking and writing is required.
  • Working knowledge of other UN official language is an asset.
