Job Description

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

For 2024 and 2025, UN Women Cambodia Office focuses its programme actions on contributing toward the achievement of planned output results that are in line with United Nations Sustainable Development Cooperation Framework (UNSDCF) as well as global Strategic Plan outputs and outcomes of the UN Women. In doing so, the high level actions include the provision of support to the government, women organisations as well as gender advocate movements/networks to address gender inequality causes through the development of the fourth National Action to Prevent Violence Against Women (4th NAPVAW) and its monitoring framework, building national understanding of Women Peace Security, implementation of policies, tools and standard procedures for more gender-responsive actions in climate change and disaster risk reduction (DRR) and labour governance, the transformation of negative social norms via strengthening community-based women networks and movements and advocacy by using a normative framework such as CEDAW, Security Resolution 1325, Sendai and Beijing Declaration and Platform for Action.

UN Women Cambodia is implementing the project “Ensuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia” (PROTECT), Protection of the Rights of Women and Children in Labour Migration (PROTECT) is a multi- UN agency project, which will be implemented to promote decent work, while reducing the vulnerabilities of women and children in the context of labour migration, in particular through preventing and responding to violence against women and children, human trafficking and migrant smuggling. It's a three-year project (January 2024-December 2026). PROTECT is a joint regional project implemented by the International Labour Organization (ILO), The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), United Nations Children's Fund (UNICEF) and the United Nations Office on Drugs and Crime (UNODC).

The European Union (EU) is the donor partner of the project. In Cambodia UN Women will oversee the results related to violence against women migrant workers and provide support to and coordinate with the Ministry of Women Affairs (MoWA), civil society organisations (CSOs) working on women's rights and violence against women and other stakeholders. The focus will include strengthening service provision for women migrant workers through formulation and implementation of national policies/action plans on prevention and response to violence against women, increase the capacities of front-line service providers, and increase in capacities and opportunities for women migrants to engage meaningfully with policy dialogues on safe migration in Cambodia and in Thailand.

The consultant will be reporting to the national country programme coordinators, and will be supported by the programme analyst, who will be the point of contact on the contract and payment issues.

Duties and Responsibilities

1. Provide technical input in localizing PROTECT Project into Cambodia context:

  • Technical input for developing capacity building plan for frontline service providers on the Standard Operation Procedure (SOPs) for helpline operators of ministry of women’s affair and strengthen coordination of the GBV working group at the national and sub-national levels;
  • Lead in implementing capacity development plan, including a conduct of training workshop;
  • Technical input to strengthen the capacity of community-based peer network of women migrant workers in dissemination of information and advocacy efforts related to ending violence against women;
  • Technical input to the development and strengthening of implementation of the SOPs including institutional assessment and training to partners and relevant stakeholders including ambassies/consular officials on the skills necessary to ensure survivor-centred and migratory-inclusive quality essential services.
  • Lead in organizing and conducting dialogues and workshop on the development of SOPs for embassy counselors/relevant focal persons to support WMWs at the destination countries.

2. Provide technical input and guidance to support partners for rolling out the project in relation to partnership building and monitoring:

  • Technical input to the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Technical input to the reports on project results, outputs and provide substantive inputs to the preparation of donor reports.
  • Provide technical support to partner to apply monitoring checklist to understand the experiences of women migrant survivors of violence related to access to services

3. Provide technical input in conducting workshop/dialogue to engage with cross border exchange learning among implementing actors in policy implementation related to gender-based violence in labour migration:

  • Lead and provide technical input in the consultation with relevant stakeholders on good practice and lessons learnt,
  • Design and facilitate the workshop/dialogue including concept note and selecting of the key lesson learn,
  • Provide workshop/dialogue summary report including documentation of what work well and what need to be improved.

  • Submission of the draft outline of SOPs for embassy including an easy checklist.
  • Submission of the training/workshop report including pre and post-test.

Payment:

Payments for this consultancy will be based on the achievement of deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.

Consultant’s Workplace and Official Travel

This is a mix of home-based and office-based consultancy.

As part of this assignment, there will be a maximum of 3 trips to provinces.

Required Skills and Experience

Education and Certification:

  • Master’s degree in public policy, gender, development/environment studies, public health, international relations, or other related disciplines.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum 5 years progressively responsible relevant experience in eliminating violence against women, migration and trafficking;
  • At least 3 years of experience in designing programmes, including capacity development for frontline service providers, and conducting project monitoring and evaluation; including report writing and impact story writing;
  • Sound knowledge of gender equality and women’s empowerment (theory and practice);
  • Sound knowledge of international norms, standards and frameworks gender and ending violence against women, labour migration, and anti-trafficking; and
  • Sound knowledge of international norms, standards and frameworks, gender and labour migration and trafficking.
  • Experience supporting/implementing an EU-funded project with a regional project would be an asset.

Languages:

  • Fluency in English
  • Khmer language ability would be an advantage.
