Job Description

The Position:

The role of the Monitoring, Evaluation and Learning (MEL) Coordinator is to support the implementation of systems to promote evidence-based decision-making, programme and project performance, and internal management. The area-based MEL Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the area-based MEL Coordinator will provide technical support to in-country staff working for the Gaza area office, pertaining to MEL and build capacity in the area mission by identifying and supporting the implementation of effective, cost efficient and meaningful MEL systems. 

This role is part of a technical matrix structure and required to work collaboratively with both the technical and the operational management structures at country and area offices. The area-based MEL coordinator role has a technical accountability to the MEL Manager at Country Office and will follow NRC’s MEL directions in the operative work at the Gaza Area Office.  

  • Ensure full understanding of project and programme ambitions across all Core Competencies. Ensure MEL activities within the area office are well planned and implemented. This includes dissemination and rollout across the programme department of standard operation procedures, guidance and tools for the collection, storage, and analysis data for NRC and donors in alignment with country and global guidelines.  
  • Setting the workplan for all area-based MEL staff based on internal and external deadlines. Providing leadership, guidance and technical support to capacity strengthen team members, ensure team well-being is maintained and personal and professional growth can be achieved. Regular reporting to both direct line and technical managers to provide honest reflection and overview of achievements, successes and challenges. 
  • Support area-based programme teams with the development of assessment tools, methodologies, sampling strategies, digitisation (Kobo coding), and necessary guidelines to ensure collection indicators in consultation with other MEL, grants and area-based staff. Follow the MEL processes between Gaza and West Bank area office, especially where grants are implemented in both area offices, in order that reporting maybe harmonized across locations. 
  • Design and implement relevant learning plans and products (with support from MEL Manager and programme technical leads) on area level to assess linkages between the achievement/non-achievement of outputs and outcomes across projects and core competencies, including factors for the results.  Promote learning at all opportunities and throughout project cycle management, feeding into strategy level programme learning processes when required. 
  • Follow up with programme leads to ensure indicator tracking tables are completed on time according to global and country level deadlines. Ensure full understanding of data flows across all programme areas to trouble shoot and provide solutions in case of reporting errors. 
  • Technical oversight on data quality and compliance, including validation processes for monthly GORS reporting and triannual project participants counting on the area level. This includes designing and implementing quality assurance systems to validate data accuracy and completeness and flagging concerns when data is missing or inaccurate. 
  • Lead the documentation and provision of timely MEL reports/dashboards/factsheets that facilitate evidence-based decision-making with programme teams, both internally within NRC Palestine and externally with partners and donors. This includes completion of data analysis of outcome data.  
  • Work closely with partners’ programme/MEL teams, where relevant, to ensure smooth function of their MEL systems including internal reporting. This includes the adoption of NRC mandatory indicators and donor requirements.  Provide capacity strengthening to partners in the area of MEL and support and validate all MEL processes they responsible for. 
  • As needed, facilitate and coordinate third party monitoring requests or evaluation support requests in collaboration with country-office MEL.
  • Actively participate in project review/grants closure/opening meetings at area level and when necessary, at country level, providing support to ensure programme data is accurate, complete, and up to date.   
  • Provide area-based support to the Complaints and Feedback Coordinator to ensure successful rollout and adoption of required procedures and processes. 
  • Where possible apply innovative and participatory approaches to MEL, exploring new ways of working within emergency settings. Ensure rollout and adaptation of NRC standards on safe and inclusive programming, and community engagement and accountability within the area of MEL. 
  • Other MEL activities as agreed with senior management and programme staff that contributes to quality programming in NRC Palestine.

  • At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development 
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods 
  • Understanding of data and information needs for program management and decision making 
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies 
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods 
  • High level English language proficiency (speaking, reading, writing) 
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) and quantitative analysis (SPSS preferred) 
  • Experience using SPSS, STATA, Epi Info
