UNDP China has been working in China over the past 40 years, partnering to advance various phases of China’s development. UNDP China’s actions and programmes for the period of 2021-2025 are defined in its Country Programme Document for China (CPD), prepared in cooperation with the Government of China and other partners. The CPD contributes to the United Nations Sustainable Development Cooperation Framework for China 2021-2025 and aligned to support the development priorities outlined in the Government of China’s 14th Five Year Plan.

We support the attainment of the SDGs in China, by promoting sustainable development principles in policies and decision-making, focusing on reducing inequality, promoting inclusive, low-carbon growth and protecting the environment.  Our work involves shaping the policy discourse and practices in China’s development cooperation and overseas public and private financing by providing policy and technical guidance on alignment with international best practices and norms. In addition, UNDP leverages its global network and South-South Cooperation (SSC) to facilitate mutual knowledge and experience sharing between China and partner countries on best practices and lessons learned to advance the SDGs.

Gender equality is a key priority for UNDP both in China and globally. This commitment is underscored in UNDP’s Strategic Plan 2022-2025, along with the Gender Equality Strategy (GES) 2022-2025, aiming to dismantle systemic barriers to gender equality and empower women. Gender equality is integrated across all UNDP initiatives to broaden individual choices, ensure a fair and sustainable world, and fulfil the 2030 Agenda for Sustainable Development. In China, UNDP tailors these global commitments to address local complexities, offering gender-integrated solutions to development challenges. The GES further guides UNDP's institutional transformation, emphasizing the importance of incorporating gender equality in the daily actions and decisions of its personnel.

To institutionalize these aspirations, UNDP's Headquarters Gender Team initiated the Gender Equality Seal Certification Programme. This quality assurance mechanism evaluates and certifies the efforts of Country Offices, Regional Service Centers, and Headquarters Units in advancing gender equality and women’s rights. The certification serves as a learning platform to establish baselines, refine strategies, address gaps, document innovations, and highlight the impacts of gender equality interventions. It fosters a collective understanding of gender mainstreaming strategies and goals, identifying opportunities for synergy and improvement.

In 2021, UNDP China joined the GES programme, embarking on a journey to enhance its support for gender equality and women’s empowerment. This included developing gender equality strategies and action plans, revamping the project management policies and process, conducting briefings and training, and performing preliminary gender reviews of UNDP projects, leading to the CO receiving the Silver Award in 2023 and recognizing UNDP China’s efforts in effectively integrating gender into their operations and aligning with national gender priorities.

To further embed a rights-based approach and gender mainstreaming in its projects, UNDP China is recruiting a Gender Analyst. This role is under the direct supervision of the Assistant Resident Representative - People and Prosperity Programme Pillar. The Gender Analyst is required to also work closely with the Deputy Resident Representative in the gender mainstreaming of the UNDP China’s programme and operations and close collaboration with the Gender Team at the UNDP Bangkok Regional Hub. The Gender Analyst will enhance programme and project quality assurance, advocate for gender considerations in strategic frameworks, and provide ongoing support on gender-related matters to programme teams and UNDP China Management. The Gender Analyst will also be the focal point to the UN Country Team China’s Gender Theme Group. 

The Gender Analyst will also advocate for gender equality and the empowerment of women and girls both internally and externally, aligning with key international conventions like CEDAW and advancing the SDGs from a gender perspective. Additionally, they will contribute to the implementation of the second round of the Gender Equality Seal Certification process, ensuring UNDP’s core services fully embody gender equality principles. 

The Gender Analyst is under the direct supervision of the Assistant Resident Representative - People and Prosperity Programme Pillar. The Gender Analyst is required to also work closely with the Deputy Resident Representative in the gender mainstreaming of the UNDP China’s programme and operations and close collaboration with the Gender Team at the UNDP Bangkok Regional Hub. 

Duties and Responsibilities:

Ensures gender mainstreaming into programme/projects and operations:

  • Implement a comprehensive gender screening process for all new projects prior to their initiation, support the identification and integration of gender-specific objectives, indicators, targets, and activities within the CO programme.
  • Conduct the mapping exercise on the gender mainstreaming progress results every quarter to identify the level of gender mainstreaming in the CO programme and operations and suggest recommendations for improvement.
  • Hold meetings and clinic discussions with the CO staff (Programme, Projects and Operations) to conduct analysis and identify entry points on the integration of gender mainstreaming across the programme/project interventions.
  • Support the formulation and implementation of the stand-alone gender project matching GEN 3 gender marker attribute, if needed.
  • Monitor and track the gender-related objectives and goals on both project and programme level and provide suggestions for improvement.
  • Contribute to the CO annual reporting (ROAR) and project reporting.

Facilitates knowledge building on gender-related issues:

  • Facilitate knowledge building and mainstreaming of gender in related perspectives within UNDP programmes and actively participates in corporate UNDP knowledge creation.
  • In close cooperation with the Bangkok Regional Hub Gender Team and relevant colleagues, conduct regular training for the CO staff on Gender equality related matters.
  • Conduct training for implementing partners as requested by the project teams.
  • Design and deliver comprehensive gender training for all employees, including tailored sessions for new UNDP personnel as a component of the orientation program.
  • Assist project teams in executing specific gender-related initiatives and effectively communicating their outcomes as needed.
  • Reinforce office efforts to combat Sexual Harassment (SH) and Sexual Exploitation and Abuse (SEA), ensuring tight coordination with the regional gender office and the Inter-Agency Network to meet all operational standards and requirements.

Facilitates the implementation of the Gender Seal Certification (GES) Programme:

  • Develop and implement the Action Plan for achieving the gold-level Gender Equality Seal and lead the assessment and certification process in close collaboration with the relevant units, senior management, and Regional Hub Gender Team.
  • Actively monitor and refine the improvement strategies to address the Gender Seal Team's feedback, aligning with the benchmarks of the Gender Equality Seal and the directives of the UNDP Gender Equality Strategy 2022-2025.
  • Mobilize and guide colleagues from various departments to incorporate gender considerations into their daily work and encourage the inclusion of gender-specific goals within their operational plans.
  • Document, consolidate, and disseminate successful practices and insights gleaned from country office experiences in achieving Gender Equality Seal objectives, fostering a culture of learning and excellence in gender mainstreaming.

Contributes to and coordinates network and partnerships:

  • Support mapping of potential new partnerships and leverage existing partnerships at the country level in determined priority areas.
  • Conduct regular consultations with the other key UN agencies, and key national women’s organizations.
  • Attend the monthly UN County Team Gender Thematic Group meetings on behalf of UNDP, and provide technical input and assistance to UN system-wide gender-related initiatives, such as 16 Days of Activism, International Women’s Day Joint Campaign, UNCT SWAP Gender Equality Scorecard annual assessment, etc.
  • Represent UNDP in the UN Prevention of Sexual Exploitation and Abuse (PSEA) Inter-Agency Network, offering both technical and coordination support to facilitate the implementation of activities and initiatives related to this critical issue.

Required Skills and Experience:
 
Education:
  • Advanced university degree (master’s degree or equivalent) in Business Administration, Project Management, International Relations or International Development, Public Administration, or a related field, is required.
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the master’s degree.

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in development project management or related field is required.
  • Knowledge of office software packages and handling of web-based management systems.
  • Professional experience in gender mainstreaming and/or diversity aspects/components is a strong asset.
  • Previous programmatic and technical experience in policy making and provision of advisory services would be an advantage.
  • Proven project management experience, preferably within UNDP or another UN agency/ international development organizations, with sound knowledge and experience in all aspects of the project cycle.

Required Languages:

  • Fluency in English and Mandarin Chinese is required. 
  • Knowledge of other UN languages is an advantage.
