Job Description

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality (GE) and gender mainstreaming translate into action globally. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Office in North Macedonia is implementing the programme “Promoting Gender Responsive Governance in North Macedonia “funded by Sweden. The overall goal is to ensure that women and girls in North Macedonia benefits from accountable, transparent and gender responsive governance. It builds on UN Women’s past work and results achieved in promoting gender responsive policy making and budgeting and transposing the EU Gender Equality Acquis into national strategies, policies and actions and it grounded on the longstanding partnership established with the Government of North Macedonia to advance gender equality.

The Programme is in line with its priorities set in the UN Women Strategic Plan (2022-2025) and the UN Sustainable Development Cooperation Framework (2021-2025) and envisages a complex set of interventions that aim to respond to the growing demand created for expertise, knowledge, and tools for mainstreaming gender in the strategic planning processes and public finance management and the implementation of the EU Gender Equality acquis.

The intervention under Gender Equality Facility (GEF) focuses on comprehensive and synergetic approach with EU accession and IPA programming and implementation, creating synergies and enhancing collaboration between relevant stakeholders at national and regional level. It will provide gender mainstreaming expertise for the advancement of the national legislative strategic, policy and negotiation frameworks, in their alignment with the EU Gender Equality acquis, and support for capacity building within EU/IPA national structures and public administrations bodies to secure inter-institutional cooperation on gender equality. Thematic capacity development and exchange opportunities with focus on the international standards and best practices (regional peer to peer) will also be provide for CSOS to be able to meaningfully participate in relevant drafting processes and meetings decision makers.

The UN Women Office in North Macedonia is seeking the services of an experienced national consultant to conduct training for CSOs on gender mainstreaming and integration of the gender component in various thematic areas. Through this activity the CSOs will have possibility to strengthen their understanding, knowledge, and skills to ensure meaningful gender mainstreaming inputs and expertise aligned with EU Gender Acquis, and to contribute to the work of the Sector Working Groups.

This activity offers an opportunity to identify the key principles and strategies for integrating gender perspectives into policies, programs, and projects and to acquire knowledge of advocacy for gender equality and inclusivity by effectively communicating and engaging with stakeholders, government, partners etc. Also, the activity provides opportunity to developed practical skills to apply gender analysis tools and methodologies to identify gender gaps and needs in different contexts and evaluation, co-ordination and monitoring of the process of gender -mainstreaming in all policies and programmes

The consultant will be reporting to the GEF Outcome Coordinator, under overall guidance of the UN Women Head of Office in the country.

Preparation of manual for CSOs for monitoring of the process of gender mainstreaming in all policies and programmes

From 10 September to 20 September 2024

Preparation of final report submitted and approved by UN Office in the country

FUNCTIONAL COMPETENCIES:

  • Proven record of advanced knowledge on gender equality;
  • Ability to advocate for gender equality and promote the mainstreaming of gender perspectives within institutional and organizational framework;
  • Proven experience in conducting and delivering training assignments on gender equality and gender mainstreaming;
  • Experience in coordination with IPA/EU structures in the line ministries and the work of the Sector Working Groups;
  • Excellent writing skills in English;
  • Ability to lead and coordinate group/ teams of participants;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Excellent analytical skills and strong writing and editing skill (to be assessed based on sample/s submitted);

Required Skills and Experience

Education and Certification:

Specialist/Advisor levels:

• Advanced academic degree (minimum Master’s) in Gender/Women’s Studies, Development Studies, EU Studies, Law, Public Administration, Political Sciences, Social Sciences, or related field

• University Degree (Bachelor’s degree / first level) with a combination of two additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 3 years of experience in gender mainstreaming, women’s rights, gender equality and women’s empowerment or any related field, including analytical and research experience;
  • At least 2 years of experience in delivering trainings related to gender mainstreaming, women’s rights, gender equality and women’s empowerment or any related field, to public administration, at central and local level, civil society, international organizations, etc.;
  • Extensive experience in EU and IPA related processes, working with national structures on EU pre/accession, including sector working groups and other sector mechanisms, and related to the IPA structures in line ministries, is considered an asset;
  • Substantive proven practical experience in designing and implementing trainings, training modules, training methodologies, curricula, and other training materials;
  • Excellent analytical, facilitation and communications skills and ability to synthesize information;

Languages:

  • Languages: Fluency in Macedonian and English is required.
  • Knowledge of Albanian is an asset.
