OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO Regional Office in Bangkok (hereinafter “UNESCO Bangkok”) is recruiting an Individual Specialist to coordinate the planning, implementation, and reporting of projects and activities principally aimed at enhancing Media & Information Literacy (MIL) in the Mekong countries; as well as building capacity of memory institutions for the preservation and accessibility of documentary heritage.

The activities align to the framework of UNESCO’s Communication and Information (CI) Programme 2024-2025, in particular its Output 8.CI5: “Member States have strengthened institutional and human capacities to integrate Media and Information Literacy (MIL) in policies and strategies, and to bridge the digital and knowledge divides, through the development of digital skills and competencies, particularly in the small island developing States (SIDS), and among women and girls and different marginalized and vulnerable groups” and Output 8.CI4 on “Member States are enabled to foster universal access to information and knowledge, including through the Information for All Programme (IFAP), as well as through open solutions, and through the identification, preservation and accessibility of documentary heritage.”

DUTIES AND RESPONSIBILITIES

DUTIES AND RESPONSIBILITIES

Under the overall authority of the Director of UNESCO Bangkok, and the direct supervision of the Regional Adviser for Communication and Information, the Individual Specialist shall undertake the following assignments:

1. Coordinate the implementation of UNESCO’s main activities in the framework of the MIL Programme in the Mekong region and beyond, including:

  1. Engage with representatives of National Commissions in Mekong countries and other relevant stakeholders to introduce the MIL Cities initiative and identify potential candidate municipalities.
  2. An Asia-Pacific seminar on the AI-driven media landscape and the future of the newsroom and journalism education.
  3. A civic workshop and consultation meeting in partnership with youth organizations to enhance MIL awareness and engagement among youth, stimulate national MIL-related policy recommendations, and identify youth organizations/communities in Asia as potential partners for MIL initiatives.
  4. Adapting the above activities, or developing other engagements, to directly contribute to the Global Media and Information Literacy Week in 2024.

2. Organize a sub-regional consultation with the UNESCO CI Units in East Asia to identify good practices and explore possibilities for collaborative initiatives in support of the 2024 Global Media and Information Literacy Week.

3. Provide consultation on other initiatives aimed at enhancing MIL and digital competencies education in the Mekong region, including discussions between CI Bangkok and other possible partners on collaborative activities.

4. Contribute to CI Bangkok's workplans, budget plans and periodic reports concerning MIL activities; produce documents requested by UNESCO Headquarters, donors, Member States, and other stakeholders for the biennium 2024-2025.

5. Assist in the development of publications, news items and other communication materials related to the projects and activities mentioned above in close coordination with the Communications and Public Engagement (CPE) Unit.

6. Support the coordination and implementation of training activities in Asia and the Pacific organized in the framework of the J-FIT MEXT project “Consolidating the Gains in Policy Development and Capacity-Building for the Preservation and Accessibility of Documentary Heritage”.

7. Undertake other tasks related to the above projects and activities as and when assigned by the supervisor and the Director.

a. An outline, budget plan and timeline of all activities to be organized in 2024-25 by 18 August 2024.
b. Desk research report mapping the latest trends, initiatives and potential partners concerning MIL and digital media in the Mekong countries by 18 September 2024.
c. Concept note, programme, list of participants/partners, and outcome report of the 2024 Global Media and Information Literacy Week by 18 November 2024.
d. Progress report on the JFIT-MEXT pilot training activities in Asia and the Pacific by 18 January 2025.
e. Concept note, programme, list of participants/partners, and outcome report of the Asia-Pacific consultation/seminar on the AI-driven media landscape and the future of the newsroom and journalism education by 18 February 2025.
f. Progress report on engagement with the National Commissions and other stakeholders of the Mekong countries on MIL Cities initiative by 18 April 2025.
g. Concept note, programme, list of participants/partners, and outcome report of the youth civic workshop/consultation by 18 May 2025.
h. Final implementation report on the assigned projects and activities by 18 June 2025.

Payment Schedule

REQUIRED QUALIFICATIONS

Education:

An advanced university degree (Masters or equivalent and above) in the field of communication arts, communication design, international relations, social sciences or related areas.

Professional Work Experience:

Minimum 5 years of progressively responsible relevant work experience in the field of educational or cultural project management, cultural and social research, of which at least 5 years were acquired at the regional/international level.

Skills and Competencies:

  • Extensive expertise and hands-on experience in educational and cultural project management and strategic planning in Asia and the Pacific
  • Proven conceptual and analytical skills
  • Effective planning and organizing ability
  • Capacity to follow up and coordinate independently with minimal supervision
  • Proven ability to work efficiently in a dynamic and multicultural team environment
  • Excellent coordination and interpersonal skills
  • Proven capacity to build and maintain effective partnerships inside and outside the organization

Languages:

Excellent knowledge of English; knowledge of other UNESCO official languages is an asset.
