Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women CO is also leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women is implementing GIZ’s Fund to Promote Innovation in Agriculture (i4Ag) to economically empower women farmers in the rice value-chain in the context of climate change. This fund promotes innovations in the agriculture and food sector, focusing on six key areas of mechanization, digitalization, renewable energy, research and extension, cooperation with the private sector and agricultural policy. This project will promote methodologies for reducing carbon emissions in rice cultivation and to show scaling potential in aggregating smallholder farmers. It involves multiple implementing partners who will train and support farmers on approved emissions-reducing rice farming methods as well as those non-approved methods of mitigation with the aim of enabling project beneficiary farmers to see improved resiliency from carbon credit generation, along with a higher proportion of trained female farmers in the community. The project implementing partners include OLAM Agri and International Rice Research Institute (IRRI). UN Women’s component will entail reviewing existing training content on agriculture/climate resilient to integrate gender and organizing gender trainings to promote women’s economic empowerment focusing on women’s increasing leadership, voice, choice and agency.

The Credit Offsetting Rice Project (CORE) - A gender transformative approach Project will contribute to the following outcomes: i) More women farmers in the rice value chain have increased access to climate resilient technologies, methodologies, and skills; ii) Women’s voice, agency and capacities are strengthened to transform climate sensitive agricultural practices into enhanced livelihoods (diversified economic opportunities, increased incomes, and resilience); iii) Strengthened availability of sex-disaggregated data to inform gender responsive climate sensitive agricultural practices.

The purpose of this consultancy is to support the activities of the GIZ funded CORE project. The consultant will support in undertaking gender trainings of state and district officials. S/he will review the existing training modules of UN Women and state department from gender sensitive lenses and provide meaningful recommendations and integrate gender in the module content and for delivery of training. S/he will also participate in those training as a keen observer to assess capacities of the facilitators and master trainers to impact gender trainings. S/he will finalize the training modules and impart gender trainings to the state and district officials. S/he will play a pivotal role in developing the gender action plan for the Department of Agriculture, review, monitoring and evaluation. The consultant will work under the overall supervision of the Program Analyst, WEE-CORE in delivering the assigned tasks.

Duties and Responsibilities

  • Review the existing 12 training modules of UN Women and state department from gender sensitive lenses.
  • Develop gender modules and IEC material for state institutes of Department of Agriculture.
  • Undertake gender- sensitization training of state officers and other staff/key stakeholders of the Department of Agriculture.
  • Advise the Gender Cell under the Department of Agriculture for gender mainstreaming the various policies and schemes of the department for greater participation of women farmers.
  • Support formulation of a Gender Action Plan followed by quarterly review and monitoring meetings.

Deliverables:

  1. Gender modules and IEC material developed after review of existing modules for state institutes of Department of Agriculture to train/sensitize state officials. (August 2024) - Payment 10% of consultancy fee;
  2. Five gender- sensitization trainings of two days each undertaken for state officers and other staff/key stakeholders of the Department of Agriculture in Haryana and Andhra Pradesh. (September - October 2024) - Payment 30% of consultancy fee;
  3. Support establishment of Gender Cell under the Department of Agriculture for gender mainstreaming various policies and schemes of the department for greater participation of women farmers by providing technical advice and coordination (wherever necessary) (October 2024) - Payment 10% of consultancy fee;
  4. Gender Action Plan developed and finalised in consultation with the Department of Agriculture (November 2024) - Payment 20% of consultancy fee;
  5. Organize 3 quarterly review meetings to monitor the implementation of gender action plan in departments of Agriculture in Haryana and Andhra Pradesh. (January - October 2025) - Payment 20% of consultancy fee;
  6. Training reports developed(November 2025) - Payment 10% of consultancy fee.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Gender and Development Studies, or any Social Sciences or a related field;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 8 years of progressively responsible experience in mainstreaming gender equality and women’s empowerment concepts and approaches in rural development/agriculture projects.
  • Significant expertise in developing capacity development programmes, gender modules as well as tools for gender mainstreaming and conducting gender trainings particularly in agriculture.
  • Extensive expertise and experience in gender analysis, gender sensitive needs assessment and policy analysis in regard to agriculture.
  • Good communication skills and the ability to explain technical terms in a non-technical language.
  • Experience of working in the similar assignments is preferable.
  • Experience of working with UN agencies, international organization is desirable.

Language Requirements:

  • Strong written skills in English and good command over Hindi/Telugu.

Evaluation and Selection Criteria:

Criteria for shortlisting of CVs will be based on the following assessment:

  • Required Degree and Qualification (5 points).

  • Working knowledge and experience of working with Government on gender issues (5 points).

The evaluation process for selection of the candidate will be based on the following assessment:

  • Interview (80 points)
  • Writing Samples (20 points)

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
